Meanwhile, only four days after the earthquake, the Ministry of Housing and Urban-Rural Development of China called on voluntary planners to support and devise re-building plans as part of a national voluntary movement.

Planners went to work in the disaster areas in groups allocated by their home institutions mostly government planning agencies which were coordinated holistically at a higher level. These organised voluntary planners spent two months investigating the sites, proposing desirable sites for temporary shelters and permanent residence, and preparing for the short-term re-building plan and long-term development plan.

Its main contents include recovery guidelines and principles, accountable actors, and tasks and responsibilities of government agencies at different levels. It also includes monitor mechanism and punishment for breaching.

These two law-like documents were the legal basis for making the overall recovery plan. Under the guidelines and principles of this master plan, various government agencies issued ten special plans respectively on urban-rural housing, urban-town system, rural construction, public service, infrastructure construction, production layout and industrial restructuring, market service system, disaster prevention and mitigation, ecological rehabilitation, and land use.

In order to better facilitate the implementations of these plans, the State Council issued a series of policies to coordinate, support and reinforce the recovery efforts, such as the Opinion on Supporting Policies on Post- Wenchuan Earthquake Rehabilitation and Reconstruction, the Directive Opinion on Better Work of Post-Wenchuan Earthquake Rehabilitation and Reconstruction.

Comprehensiveness was another feature of the post-disaster recovery plan in addition to its promptness. Both were announced by the central government. As stated above, one important feature of these documents is their promptness in responding.

The other important feature is their comprehensiveness in contents. The Regulation on Post-Wenchuan Earthquake Rehabilitation and Reconstruction is a law and provides guidelines for the whole relief and recovery effort of legal accountability.

Its major contents of the Master Plan are detailed as follows: As a counter-measure to the GFC, Chinese government launched a massive infrastructure and construction investment package to stimulate the economy. The post-disaster reconstruction was thus used as an opportunity to expand domestic consumption for construction materials, equipment and labour to drive domestic economic growth.

For this purpose, the central government allocated a recovery fund of RMB Provision of reconstruction materials, such as bricks and tiles urgently needed for rural housing construction, was prioritised by the central government as well as provincial and local governments. Special interventions were even made into pricing and provision of some materials to level the market. The military forces and vehicles were mobilised to enhance transportation of reconstruction materials. A hierarchical government structure was established for implementation and accountability.

The State Council set up a subunit of Post-Wenchuan Earthquake Rehabilitation and Reconstruction Coordination Group inside the General Headquarters of Earthquake Relief — the highest level of disaster recovery coordination body — to guide the overall planning strategy immediately after the earthquake.
